  1. a) receiving the set of documents regarding the issuance of the technical conditions for the design of the water supply and sewage networks in order to achieve connection to the water supply and / or sewerage networks;
  2. b) drawing up the documents for the connection to the water supply and sewerage networks;
  3. c) receiving the set of documents for the conclusion of contracts for the delivery of water supply and wastewater services with consumers;

On 28.03.2008, the “Regulation on the organization and functioning of the public water supply and sewerage services in Chisinau municipality” was published in the “Capital” newspaper, approved by the decision of the Chisinau Municipal Council no. 5/4 of March 25, 2008.

This Regulation reflects in details the principles of the organization and functioning of the centralized water supply and sewerage system, indicates the technical requirements for installation and operation of the water meters, establishes the limit of responsibility for the responsibility of the internal water supply and waterwaste evacuation system, regulates the procedure for the conclusion of contracts.

An aspect of maximum interest for consumers is mirrored in the chapter IX, point 9.3 of the mentioned act, since the specific criteria for assessing the volumes of water provided to consumers residing in blocks of flats with the legal form of organization – association of tenants, municipal and departmental housing fund management are described.

This provision is an emphasis on the stipulation of the Regulation on the provision and payment of the housing, communal and non-communal services for the housing fund, the metering of apartments and the conditions for their disconnection from / re-connection to the heating and water supply systems, approved by the Government Decision RM no. 191 of 19.02.2002 with (further amendments and addenda), aimed at determining the volumes of water supplied to the blocks of flats based on the indications of the common meters installed at the connection points.

– for the tenants who do not installed meters, the volumes will be determined according to the meter’s indications, but shall not exceed the quota for 1 (one) person;

– for consumers who installed meters in their apartments, rooms in hostels, the type of which is established by S.A.”Apa-Canal Chisinau”, taking into account those approved in the State Register of Measuring Instruments of the Republic of Moldova, according to the indications of the meters installed in the apartments (rooms of living units or hostels);

– where records in apartments are made in compliance with other types of meters than those established by S.A. “Apa-Canal Chisinau”, the volume of water used will be determined according to the indications of the meter installed in the apartment and to the volume quota, remaining on the common meter, distributed proportionally to all tenants, but shall not exceed the established consumption quota.

 Installation requirements for the metering system

The metering system consists of: a shut-off valve (1); filter (2); return valve (3); water meter (4) to be installed as shown in Figure 1:

  • the meter needs to be installed in a horizontal position (the surface of the dial is parallel to the floor);
  • installation of the shut-off valve, the filter and the return valve on the vertical section of the pipe is allowed;
  • the filter cover needs a hole for sealing;
  • the shut-off valve must be of the rotary type (the use of spherical valves is not allowed);
  • it is necessary to ensure free access to the meter for reading the indices, servicing or possible replacement;
  • the meter must be protected from possible damage and vibration;
  • the connection of the meter to the pipe fitting must be hermetic and shall withstand the operating pressure of MPA-L;

 

Installation conditions for Dn-15 mm rotary piston volumetric cold water meters with antimagnetic protection and sensitivity of 3 l / h

 Meters with a metrological verification bulletin will be installed and sealed by the National Institute for Standardization and Metrology.

 Installation requirements for the metering system

The metering system consists of: a shut-off valve (1); filter (2); water meter (3) to be installed as shown in Figures l, 2, 3:

  • the meter may be installed both on the horizontal and vertical section of the pipe, as well as at a 45-degree angle;
  • the filter cover needs a hole for sealing;
  • the shut-off valve must be of the rotary type (the use of spherical valves is not allowed);
  • it is necessary to ensure free access to the meter for reading the indices, servicing or possible replacement;
  • the meter must be protected from possible damage and vibration;
  • the connection of the meter to the pipe fitting must be hermetic and shall withstand the operating pressure of MPA-L;

In the event that these requirements are not met, the meters will not be registered.

for installing hot water meters with Dn-15 mm propeller and anti-magnetic protection

Guidance

for legal and physical persons in charge of the engineering networks and undertake earthworks in the territory of Chisinau

   The Regulation for the execution of the laying works, the redevelopment of the underground constructions in the city of Chisinau and local subordination towns is currently in force in Chisinau municipality, approved by the Decision of the Executive Committee of the Chisinau Municipal Council of People’s Representatives no. 11/1 of 15.07.1991.

This Regulation, requiring an urgent update, establishes the way of planning, designing and coordinating the projects, drawing up and issuing permits for the execution of works, establishes the basic requirements for the execution of earthworks, construction and assembly, remediation and demolition of constructions.

We draw the attention to a range of important principles mentioned in this Regulation.

  • 5.2.5 “Before initiating earthworks, it is necessary to invite the representatives of companies, which have public networks adjacent to the site of the damage”.
  • 10.3. “The representatives of enterprises invited at the place of execution of works, who serve the underground engineering communications, are obliged to give to the executor a prescription, referring to the measures for ensuring the integrity of constructions and underground networks, drawing on the scheme the de facto location of communications”.
  • 11.12. “The enterprises, irrespective of departmental affiliation, do not have the right to draw up the final act of putting into operation the built constructions without submitting the proof of ending the control of the underground edifice networks, executed by a specialized company and endorsed by the Geological Service of the Department of Architecture, Urban Planning and Land Relations”.

The principles mentioned above do not require any special comment. At the same time, it is necessary to emphasize that as a result of multi-annual mutual collaboration of enterprises; public of certain normative acts of different departments created a certain stereotype of mutual actions, namely:

– Owners of engineering networks, each year, send appropriate warnings about the existence of networks and the need to ensure the presence of representatives.

– On the basis of the prescriptions, the company issues orders, which are brought to the attention of the responsible persons, under the signature.

– The practice of concluding bilateral contracts for the primary and secondary servicing of excavation sites also expanded widely.

An indisputable contribution to the prevention system was also brought by the introduction of the new Contravention Code of RM no. 218-XVI of 24 October 2008. It is well known that the main task of these measures is to protect the rights and legal interests of all persons; to ensure the provision of quality services and non-admission of material and other losses.

S.A. “Apa-Canal Chisinau” strongly urges all owners of engineering communications to legalize their constructions in the proper way. All communications in the construction process are required to be included on the geodesic planks of the city. The coordination of all types of works is carried out by the Department of Public Transport and Communications (18 S. Lazo Street).

     Lately, the cases of deterioration of engineering networks unidentified when implementing the earthworks have become frequent. In order to exclude such cases in the future, S.A. “Apa-Canal Chisinau” strongly urges the legal and physical persons in charge of underground engineering networks and earthworks in the territory of Chisinau municipality to submit to the interested companies the necessary information regarding the issue addressed.

Central Dispatch Center of “Apa-Canal Chisinau” records every day about 87 calls for emergency situations, including 50 – for water supply networks and 37 for sewage networks. In total, there were 13,967 disruptions to the aqueduct networks in 2010, including in the Center sector -2109, Riscani sector -2779, Buiucani sector – 3893, Botanica sector – 2845, Ciocana -2341 sector, and 2,195 clogging of the sewage networks.

The water supply system is a building complex that includes aqueduct networks and pumping stations. This is why, the work regime in which pumping stations and aqueduct networks operate or if there is over-pressure that might cause the destruction of networks, is particularly important.

During the past years, practically, all pumping stations were improved to mainstream the pumping equipment and, in particular, frequency converters have been installed which allow automatic maintenance of water pressure in the aqueduct networks with different flows, due to the change in engine rotation speed.

However, the number of disturbances causing the water leakage to the aqueduct networks did not decrease (in 2006 – 10 722, in 2007 – 12 345, in 2008 – 14 155, in 2009 – 12 984, in 2010 – 13 967).

The main cause of the damages is the wear of networks, which make up more than 70 percent (the term of exploitation of the pipes of the steel aqueduct is 15 years, on average, at S.A. “Apa-Canal Chisinau” – 25 years, the sewage pipes from asbestos-cement – 26 years, at our company – 32 years), as well as the seasonal temperature variation, soil freezing, which produces damages to the cast iron aqueducts (autumn-winter -500, winter-spring – 600, summer -370)

At each consumer’s call, the Central Dispatch Damage Service moves on the spot to find out the causes of the damage and, if necessary, disconnects the damaged aqueduct or unclogs the sewage section.

In recent years, it has come to the habit for consumers to be informed through telephone calls, media, the company’s website – www.acc.md, about prevention disconnections planned to be made at the water supply network, and, in some cases, ads are displayed on the entrance doors in the dwelling blocks and the information is transmitted via the loudspeakers installed on the special purpose vehicles running around the city.

In the cases of damage, when there is no possibility to prevent the consumers then, the fire service, the Central Dispatcher of the Mayor’s Office, the vital institutions are informed: hospitals, kindergartens, schools, bakeries, etc. are informed about disconnections. If disconnections from the water supply network are projected for a longer time (more than 3-4 hours), water supply to consumers is produced by means of tanks.
